Hawks wants a world where heroes have more free time, which is why he says he wants to join the Paranormal Liberation Front (PLF), but actually the HPSC sends him as a spy to gain crucial info to take down the League of Villain (LOV). Hawks’s goal is to spy on the villains, gain info and then put them out of commission one way or another

*It was early in Hawks's infiltration of the League of Villans, he hadn't gained too much info on the LoV yet to give to the HPSC, but by god he was trying. Hawks was walking down the halls on the Gunga Mountain Villa, trying to find a villain that was alone, trusted him and was preferably a notable figure within the villain community so that he could get some useful information out of them.
